Can anyone help me with a solution for cleaning outside windows and screens. I live in Houston, Tx.

welcome to diy... If you head over to your local home improvement store...some have window cleaning kits..that contain a squeege head, blade and extension poles and a bucket. They are inexpensive. 8 oz of vinegar in warm water works well. If your working in colder climates and you are reading this...use automotive washer fluid. A small scraper blade will also work well on removing harder deposits on the window.
The screens i would lay a tarp down on the ground place 2x4s under all the edges making a lip all the way around..lay your screens in the "pit" place a clr type product diluted in the water..let sit 10-15 mins then rinse off.
