I have a fan in my Family Room that has two different switches on the wall one for the light and one for the fan motor I assume. However only one of these switches is controling the fan with a remote being used to adjust the light and fan speed. Can I use the other switch to power some can lights that I want to install? The fan box has black, white, red and ground. The Red is capped right now. Can I use tie into this for the recessed lights so that one switch controls the fan and the other controls the can lights?

You need to consider if the circuit has enough capacity for the recessed lights you are thinking about adding.
You may run into box fill issues depending on the number of conductors in the box and the cubic inch capacity of the box.
Assuming you are good on both of the above issues you could use the red as the switched hot for the recessed.
You would still need to connect to the white and grounds at the fan box also.
