I would suggest 3 passes using round over bits. The curve at the top looks to be a smaller radius than the 2 lower curves. Determine the radius of each curve and run some sample cuts until you find the correct size bits and depth of cut. Cut out some of the excess stock on a table saw before routing the 2 lower curves.
