I think my basement is stubbed for a toilet but want to verify. I don't have a pvc pipe sticking up above the concrete like everyone talks about, but there is a piece of duct tape covering what I appears to be a 2 inch pipe (or somewhere close to 2 inches) that looks like it is located just beneath the surface of the concrete. A few feet away there is a square section cut out of the concrete that is filled with some type of foam. Are these things what I need to install a toilet, sink, and shower (or bath)? Is the pipe that is just beneath the concrete the "stub"? What is the square cut out filled with a foam board? Any help is appreciated.

the square cut out is most likely the "tub box" are for the p-trap for the tub. the 2" is the vent fo the toilet or the tub or most likely both and the sink can drain into that pipe. there should be another hollow spot in the concrete about 14" or so out from the 2" and it should be a 3" or 4" pipe for the toilet
