Pretty fast. That's not an answerable question....

$100 won't get you much if you're paying a shop to do it.

$100 will buy you a pulley or two and a belt to make the drive ratio higher.

Without knowing what brand and model you are talking about, it's impossible to answer, Depends on what the drive looks like, and if there is clearance for larger pulleys, clearance for belt travel in it's new route. Keep in mind that the steering, brakes and bearings were designed for something around 5 MPH, so if you start pushing some serious speed, you shorten the life of many components. I've seen many mowers modified to go up to 40 MPH..... I've heard of some going a lot faster. Also depends on if this is a project for one really fast run, or if you plan on racing it for any length of time. Be safe and at least wear a helmet.
