So my installed H260A (installed in bypass configuration with the unit on the return) has been running great for about 2 months now, but it is beginging to "whine" when the system kicks on. You can really hear it well because the noise travels up the return ducts into the house.
I went down while it was doing it and cranked down the water valve and it went away. When I turn the water back on, it returns. The noise is definitely coming from the solenoid itself and is water flow related. I took the hose off the solenoid and checked the filter, it's clean (on city water also, not well). Took the cover off while running and water flow through the unit is fine (although it's been so cold here lately that the air isn't holding much water I don't think).
Anyone have some ideas on this? Maybe I should remove the filter and run it without? Maybe my solenoid has had it?

I'd say your water pressure may be a bit high, and cause the sound.
I was having the real loud hiss sound that it was driving my partner crazy, where I'm hard of hearing so I did not hear it.
I end up putting a pressure regulator on mine to stop the noise.

Interesting thought. I didn't consider that. Now that I think of it, it's coming off a 1" cold water line.

Yeah, if it's on that 1" line, you may very well have too much pressure.
