I turn on the system and set it to heat and 75 degrees, it will not get past 67 and I have it on for an hour. It starts at 66 degrees. This is electric heat system

Is this a straight elec furnace or a H/P ?
Does the blower motor run?
Have you checked the breaker for the system at the main panel ?

It is straight electric.
Yes the blower kicks in and air is coming out the vents but cool air.
I have checked the breaker in the fuse box and all are on. Or do you mean another breaker?

There should be two breakers, 1 for the blower and one for the elec heat, the 1 for the heat will be a 2 pole breaker 60a to 100a depending on the size of the unit.
Do you have a multi-meter ? and if so do you know how to use it ?

Ok, so I should make sure both are on? Where are they located at, on the out side of the unit?

Well since the blower is running its safe to say there is power to it, there should be 1 for the elec heat at the unit and 1 in the main panel. I still think you may have a H/P, Goodman shows that M# as an air handler with a coil, are you sure its straight elec? Since you don't have a meter... short of checking breakers theres not much you'll be able to do except call an HVAC contractor.
