Woke up this morning and have cold water, but no hot water.
Checked the electric water heater, can feel heat around the valves, so think it's working, but the pressure relief valve isn't working...what could it be before I have to call a plumber?

I'm supposing that when you turn on the cold water, water comes out. When you turn on the hot water, you get no water flow at all.
That implies that you have a water valve to the water heater shut off, or perhaps that the cold water line to the water heater is frozen up --- if you are having unusually cold weather.

What do you mean, "...the pressure relief valve isn't working..."? Do you mean that you have no flow from any faucet when the hot is turn on and that you have no flow from the T&P valve when you lift the handle?
What kind of shut-off valve do you have on the cold water supply to the heater and have you checked that it is open? Could someone have purposely closed the valve to play a trick on you?
