I am a first timer at this, so I may be doing it all wrong. If so, please help me. I have a pressure washer powered with a Honda GCV160, Type 5 (manual choke/fixed throttle), engine. It will only work properly if I run the engine with the choke pulled out about halfway. I see no carb adjustments. Is it possible to adjust the carb or the governor to fix the problem? If yes, give me directions.

I believe a careful cleaning of the carburetor will correct the problem. The link below explains what and how and what to clean. An assortment of various size strands of copper wire can replace the tools shown. I am not an advocate of submersing carburetors in cleaner unless the carburetor is severely dirty. I suggest using an inexpensive aerosol carburetor to spray passages followed by blowing out with compressed air.
