When we moved into our new place I was mowing the lawn and noticed that some of the bricks at just below ground level, did not actually have cement round them. I informed the builders and they came round and fixed this 'in appearance' but I've noticed our wall looks damp and and mildew covered, when compared with my neighbours. As this was not the only problem with the house, do I need to get them back pronto to stop this escalating into something serious or am I being unduly alarmist about the situation:wall:?

The missing mortar was left as weep holes to allow condensation to escape from the back side of the wall. These should not have been filled in.
