I recently tore out the bottom 12 inches of drywall in my downstairs following some flooding. The concrete foundation was beneath the walls that bordered the outside of the house. Do I need to cut a few inches higher, so that i will have wood framing to attach the sheetrock into? Or can i just place 12 inches of sheetrock directly over the concrete and either A) put some type of adhesive between the sheetrock and concrete or B) will the tape and mud hold that 12 inches of sheetrock to the existing sheetrock above it?

You will need to screw the sheet rock to the wood.

Drywall shouldn't be in direct contact with concrete.
