When a sequencer is going bad, is there a period of time when the sequencer sometimes works, sometimes does not; or is it all or nothing(it goes from working correctly to being stuck on/off)

As a consumer, not a pro, I have seen a 'disc type' sequencer (thermal switch) get flaky, and work sometimes and then not...
Your mileage may vary.
On the other hand, some sequencers are a bunch of relays(and I would assume, temperature switches). They should work or not, unless the wiring was not in good condition. A visual inspectioin with the power removed can be valuable. But what do I know..
