The previous occupants at my home did a horrible texture job in our bathroom. It literally looks like they slapped it on with their hands and they didn't even remove the light fixture when they did it. Is it possible to sand down texture to a smooth finish so that we do not have to replace all the sheetrock?
We are tenants with mostly free reign to do whatever DIY projects we want, but are looking for an affordable solution since our landlord pays for our supplies.
Any advice??

Welcome to the forums!
Painted texture doesn't respond well to sanding. I'd scrape off the high points and then skim coat with joint compound. No need to replace the drywall.

Mark's right. The stuff doesn't come off well. If it's been painted, forget about it. Skim coat or remove and replace. Could cover ceiling with 1/4" sheetrock. Screws up door and window trim projections.
