I have a safewatch 3000 and would like to know if there is a way to send signals to my cell phone via dsl. I do not have a phone line

Short answer: no, not without additional hardware and a subscription service.
Long answer: you would need to purchase a broadband and or cellular communicator (ademco 7845i, 7845iGSM, or even the abn adaptor from next alarm). If you go with the ademco route, you will need to use a central station that supports alarmnet. Also, check out honeywell's Total Connect service.
