My basement is filled with wallpaper that is on unfinished wallboard, it wont come off and the wallboard gets damaged when i apply any solvent or scrape it. I removed any loose areas and primed over it with a water-based primer, which I am reading is a mistake and that I am supposed to use oil based. Can I apply an oil based primer over the top of this and that will be sufficient or should I sand down the primer I just put on and then cover it again with an oil based?

Welcome to the forums!
I doubt you would have much success sanding off the primer but it's ok for oil primer to be applied over it. All the wallpaper should be coated with oil base primer. You may want to apply a thin coat of spackling in the seams - not built up, just filling the seam only.
