This water is not heating up the water. It is a 240 volt heater with only 1 heating element. Using my dvom meter I checked to see if I had 240 volts from the breaker; I did; I checked the voltage at the thermasta and the heating element; I had 240 volts there. I changed the heating element thinking that was the problem, fill the tank with water, turned back on the power and still no hat water. I bought the same 240 element. Any ideas?

Could there be a lost neutral somewhere along the way? Follow the Romex or BX towards the breaker box. Is there a junction box along the way. Look in the junction box or the panel box for a loose white wire.

If you have 240 volts on the two element screws & the element isn't heating the element is bad . When you refilled the water heater did you open a hot faucet in the kitchen sink or somewhere & let the water run for several minutes to let all air out of the tank ? If you didn't , trapped air in the tank probably kept the new element from being submerged & caused it to burn up .

You can check the heating element with your multimeter.

If you have a 5500w element you want 8-12 ohms, 4500w element 10-15 ohms. (about 20% tolerance there).
