I have a RFK5501 keypad connected to a DSC 1616 and I have a wired PIR conected to the keypad. But it is not recognizing the sensor... Changed the jumper in the PIR so the LED lights up when triggered, so I know it is getting power but need assistance in the programming?

ok did what you said put the keypad on 08 slot and did 00,00,00,00,00,00,00,06 to program the z/p input on the keypad as zone 6 but the keypad still sees it as an open zone and is giving a bypass indicator as well?? Please provide further instructions.... I have reset the panel and keypad and started over fresh with no luck.

Does your system use zone resistors or not?
Simple test. If your system uses zone resistors, put a 5.6K resistor from the zone input to common. If your system _doesn't_ use resistors, use a simple wire jumper.
If the zone closes, then your programming is correct, and you have a field wiring problem.

Yet again the 5.6K resistor worked. Thank you
