Engine should not be seized from being outside, recoil most likely frozen (from cold + ice) either bring into warm space or remove recoil and check.

Recoil is either frozen or your carb leaks and fuel made it thru the carb into the cylinder and has hydrolocked your motor. Sounds scary, but all that means is the space above your piston may be filled with fuel and it's impossible to compress a liquid, so remove the spark plug and try pulling on the starter easy (no cigarettes!). If hydrolocked, fuel will spit out the spark plug hole. Once you get the fuel out and replace the spark plug, it should start
