We have a DSC 1565 alarm unit but there has never been any power to it - nothing on the LCD control panel. There are no obvious power switches to the installation, the spur has a 5A fuse and the circuit board has a 1A fuse in the bottom left.
There has not been any power to this alarm for 2.5 years at least.
03:30 the other night the control panal came one with a beep every 5 secsonds or so with ENG flashing on the control panel. Pressed reset, the seiren sounded for a couple of seconds and then went silent, no beep form the control panel and the trouble light remained on. At about 07:00 the control panel went blank again and now looks like it is switched off.
I presume this is an inbuilt setting to make you get it serviced but my question is really how to we activate the power to the unit as we are wanting to start making use of it.

I'm guessing that you are not in North America.
It sounds like the system may have been in a shutdown mode (possibly shutdown by a remote download). Most likely, it's got a low battery.
Since you don't use the system, your best bet is to simply find the system cabinet, unplug the battery, and remove either one of the first two wires on the motherboard terminal strip.
Given some previous posts from people with these systems in places like the UK the odds are that you cannot gain control of it as a DIY (companies British Gas apparently installer lock these systems as a matter of course).

Sorry forgot to say I was in the UK.
System was installed by British Gas but there was no documentation from the previous owners saying that they had it shutdown.
I know an electrician who is good with alarms so I will get him to look at it and also call British Gas to see if they still have the records.

The previous owner didn't shut it down, BG would have once they stopped paying the monitoring contract.
It _could_ have a loose connection on the keypad wiring, but that's kind of a long shot based on your description.
