Hello,, i am slowly pulling apart a briggs 10HP ohv engine and i pulled out the camshaft,, there is some sort of thin metal beacket on a pivot with a very small spring on it -- the sping seems to be unraveling and i can figure out what this piece is or if its necessary ? i thought it may be for some type of govenor but i cant see how it would work -- thanks again !

It is most likely a the compression release mechanism you are describing. Bost the engine model and type should be stamped into the valve cover. The spring may/may not be replaceable.
