I am trying to bring a Ademco Vista 10 SE system back to life, but have several questions. I am trying to decide if I should give up on the Vista 10 SE system or buy a new system. I don't have any of the codes. Here's some back ground

The power to the house was off for 8 months in that time would the system reinitialized?

I need a keypad. Cost 75.00, otherwise everthing is there as far as I can tell. There a three wireless motion dedectors in place as well as the audible alarm

No, the eeprom will hold it's programming, basically indefinitely.

If you are getting a replacement keypad, get the 2 line alpha (6139/6160). You need one to access programming.

The Vista 10se is a decent panel. It's somewhat limited, but if it was in place, and covers everything you want, it'll work just fine (assuming that it powers up). Check an make sure that there is a wireless receiver board. The keypad may have been a RF model, in which case, you probably are better off buying a Vista 15p or 20p with a 6160RF keypad.

Since there's no keypad, you are making a bit of a gamble.

I need to know if there is way to do a hard reset on the panel. I want to wipe all of the programming and start over.

Yes, for the Vista 10se, in programming mode press *97 then exit programming.
