is a vegetable based furniture stain considered oil based or water based? the idea is to provide a stronger finish to a piece of furniture for scratch and dig protection.

Most vegetable based stains with which I am familiar are water based, although one I use sometimes is alcohol based. Thats'plug tobacco (chewing tobacco) chopped up and placed in denatured alcohol in a clear glass (closed) container and left in the sun for several days. When the solids are strained out, the result is a very warm brown tone.
Beets and various berries are the most common 'vegetable' stains. If this is a commercial product you're using the label should tell you which is which. Another simple test is to simply smell the stain - the difference in the various solvents used to manufacture stains is readily apparent.
