I want to put shelves made of western red cedar in my linen closet. Should I varnish them or leave them unvarnished? Is there anything else I need to know?

If you varnish them, you'll be sealing in the smell, if thats what you were looking for.

Also, what dimension lumber are you using? If only 1x lumber, you will need substantial support along the length of the shelf.
