At first the refrigerator was too warm. The freezer seemed like it was working pretty hard. I figured the cold air wasn't getting to the refrigerator, so I cleaned out the freezer, pulled all interior parts out I could... cleaned everything and behind and under the whole unit. Now the refrigerator is at 40-42 at a 4 setting (5 use to be what I used) and the freezer is well below 0, if not -20.
It never seems to shut off. Now what?

Have you cleaned the cooling fins under the unit? Regular vacuuming of the working area (compressor, etc) will help. Does the freezer have a separate temperature control knob?
