I am refinishing an addition. The ceilings and walls are 3/8" 'pressboard' in good condition but uncoated. Can I install 1/4" drywall directly over this?

You "can", but I'd recommend a MINIMUM of 1/2" drywall on a ceiling. You'll get a much straighter surface if you use 1/2" on your walls too. 1/4" drywall telegraphs every bump and valley, and joints are weaker too, simply because it's not as rigid as 1/2".
