I have an old bedroom set with a cream lacquer finish. I think, but am not sure, that it is pressed wood under the lacquer. Can I refinish or repaint it? What would I use to test a section if I wanted to try?

Chances are it is particle board - it's used almost without exception under opaque lacquer finishes - especially the contemporary designs.
You can paint over it - but I wouldn't strip it. There's nothing worthwhile to uncover!
Scuff-sand the entire piece with 220 paper. Use a good adhesive primer such as BIN (2 coats), and finish with the paint of your choice.
