MY oven will not preheat no higher than 330 degrees,lower element never glows,gets red and takes 2 hrs. to reach the 330 degrees. the broil heating element works great(upper ) and I cannot clean my oven ,its beeps ,locks ,cycle for 2 or more hours as if cleaning,but once done ,oven is not clean.
Heating Element is smooth to touch.

The first thing to do is swap locations of the elements. IOW- plug the broiler element into the bake element terminals and plug the bake element into the terminals for the broil element. Turn the power back on and try it. Make sure the terminals won't touch anything. If the bake elment still doesn't heat up but the broil element does, the bake element is bad. However, if the bake element now heats up and the broil element won't, then you'll have to trace back to the controller. Maybe you'll find a bad wire or terminal. If all that is ok, then check the power from the controller to the bake element.
