We have a cottage that we want to convert a double hung window to a doorway opening.

Below the window frame is chamferboards. Can we remove the window and cut the chamferboards (timber lining planks) without any structural carpentry work needed?

Probably........there should be a header over the windows. You can cut out up to the header without doing any structural changes. There often is electric or other thnogs buried in the wall under the windows so go slowly. Is this or was this a porch??? If yes, proper framing is often overlooked when closing in such spaces, which is why I said, probably. If there is no header, I would add one.
