The throttle is free and opens and closes with the spring returning it to wide open throttle. Starts up and won`t rev up when pushed into snow. I tied a wire to the throttle and then it revs up and throws snow. What controls the throttle and how does it know when there is a load on it?

I read the thread on 12-23-08. Very interesting read on the link given. Mine is a 2 cycle and the fact that the throttle closes on start up seems to indicate the weights are doing there thing. They just don`t let the throttle open back up.

Your engine numbers are off. I think your engine is a HSK845 Spec. No. 8223C.

Download the manual linked below and verify governor spring and linkage is connected per manual. I suspect the problem is in the spring or linkage or possibly governor arm has slipped, which I doubt.

This looks like what I`ve got. Thanks. I have to go to work now. Will try to sort it out this week end. As mentioned everything is free and throttle is wide open until it starts. Then it idles (seems to be a fast idle) and it makes no attempt to rev up. It`s very interesting to me and I`d like to understand how it senses to speed up when it works properly.
