I finished rebuilding the motor and it will start and idle just fine. When I try and bring up from idle the engine will start to run rough and seems like it flooding out. The carborator has been rebuilt, tried a second carborator and it has the same problem. The fuel pump works fine. Just looking for any other suggestions.

I take it this is a 8HP, K181 engine. The first thing I would look at is linkage and then adjust the governor. If this does not correct it, the next thing is to look inside to verify stop pin on governor gear is not causing interference with weights.

I assume you have a service manual but if not you can get one here:

Thanks I will take a look at it. Yes it is a k181 engine.
