Recently my husband installed an electric water heater. He connected every thing properly except he didn't make sure the tank was full before he turned the power on. So we have no hot water.
Can you please give me and idea as to what we need to do now? Should we call a plumber or and electrician?

Well, if he can install the whole thing, he should be able to change the elements, which most likely burned out w/o water. May only be one (lower?) depending on the model.
Have you tried the reset button first?
If you give everything that happened after the initial hookup, just after power was turned on, it would help the Experts (which I am not) with the correct answers.

It is an electric water heater GE 40 gl.
My husband says he connected the electrical wires then filled the tank with water ( but was not sure if it was completely filled) then turned on the power, waited a bit and turned on the water faucets air came out,waited 15 min. for hot water.
No hot water.

He should have turned on the water supply, then opened all faucets til water came through, then turned on power. It will take closer to an hour to get hot water from a dead empty unit after it has been put in service. Maybe warm in 1/2 that time.

I bet he burnt up the element or elements. Just cut the power, drain the tank and replace them.

Drain the tank down far enough to replace the upper element. (That is the one that turns on first in a cold WH.) Once that is replaced, open a hot water valve (kitchen, bath, laundry -- it doesn't matter) and turn on the water supply to the WH. Let it run until you have a steady stream of water at the open valve. Close that valve, THEN turn on the power to the WH.
