OK guys, here's a new one for ya (or hopefully something you encountered before and can tell me what to look for)
Standard Honeywell/Ademco Vista 20p, 2 4229's, 27 zones programmed...
Programmed and put on test, checked central after running through home tripping sensors, central only got 4 signals (missed 23), re-armed, re ran test, got 4 signals again...
Came upstairs to think and heard knock on garage door, opened door to sheriff with gun drawn - "lookin at me in a bad way!". Holding his gun out in front of him but pointed down he asks me "what's up", I said "Alarm Company - what's up with you?"
He didn't like me or think I was funny, so I asked him why he's there, did a neighbor hear the dinky wave 2 siren?
He said "no, you have been dialling 911 and hanging up!" and he looked at me all seriously again. "When we call it back we just get "static"
I said "I hope you aren't thinking I'm the kind of guy that would plug 911 into the panel to call the dispatcher direct are you?"
He still doesn't think I'm funny (and I am a funny guy!)
Apparently the system some how was creating this call out, and after Ademco tech call till 10PM we still cant figure it out. I will plan to default it tomorrow and re-download again unless some one has some ideas.
The panel is properly set up with my standard template I've used 500 times (we checked all other possible options) and I'm thinking there some other technology issue in the house maybe...
EDIT- standard Verizon POTS line, no DSL, dedicated to fax and alarm and phone for central to call (new cordless phone).

Check the residence. I had this happen with a fire alarm system at a elder care facility. There was an old "life alert" type system still wired into the phone system that would dial 911 after the fire panel did a line siezure. (It was a hardwired default after a phone line "cut", or a power loss). It took me weeks to find it because it was in an office that had been turned into temporary storage, while they were doing other renovations.
Also, some brands of older cordless phones will do this when left off the charger too long.

Went back out there today and checked the power issue I started to suspect (real close to overloaded - ordered a pwr supple/xfmr/batt) and disconnected the 6160 and left the other's on.
Armed and tested all 27 zones - not one this time hit central.
Defaulted panel, rebooted and re-dumped program into it, ran tests and all zones hit - cool!
Hit up Honeywell guys again (I'll tell you why I use Honeywell as my primary - these guys "Alfred and Steve" have spent numerous hours on Thursday night and Saturday on the phone - patiently - even bench testing to try to figure this out (after the call) with me - excellent customer service - bravo!!!)
Anyway, explained what I did, and we agreed it may be the power issue, a software glitch, or maybe even a system glitch as they had another dealer yesterday that was only able to send a few signals out of many to his central plus their receiver seemed to not work today. This is only speculation as of today though. We will confer again on Monday to see if there may be a bigger issue to address. I will update if an issue!
Anyway as of tonight I've got him up and running (-one keypad) waiting on a power supply and another set of testing...
So we'll see how it goes!
I checked the phone line and everything seems OK, no DSL, nothing else sharing except new cordless phone, followed out to DMARK and all looks OK. Thanks though!
