I have two small basement windows measuring 17' x 28". I am open for suggestions regarding shades vs curtains. Any creative ideas? thank you

Roman shades or woven shades (either roman or rollup style) look nice. If you want panels, go floor length and either hang sheers under for a layered look or hang cafe's right along the bottom or plantation shutters at the bottom to give the illusion of longer windows.
You can also replace the windows with glass blocks.
These are pretty much the only things you can do with those windows.
p.s. I'm going with the assumption that they're 28" wide by 17" long. If they're the reverse, then you can pretty much do anything.
