i have inherited an old Toro snowblower and am trying to get it up and workking
Model # 38040 serial# 9011159
i believe it is a 5hp Tecumseh
Starts right up but will not run without full choke on
I took the inlet valve? ( the one on the bottom of the bowl)
and cleaned both the bottom and top holes out with a thin wire and then sprayed them out with carb cleaner
Still have the same probelm
Whats my next step
Is a rebuild kit easy to do?
Also noticed that while it is running in the Garage (heated or at least not as cold as outside tonight(29 degrees) I put it in drive and as soon as it gets outside it dies
looking at repair manuals i notice my machine does not have a heater box over the carb. Is the heater box necessary?
any Help would be appreciated Winter is here!

Sounds like you need to soak the carb, then blow out ALL holes with compressed air.
And yes, you do need the heater box.
