Energy Usage, Conservation and Weather Stripping - Are there enough ducts?

We recently moved into a newly constructed townhouse. It is 3 levels, basement, main floor (with living room, kitchen and sunroom) and bedrooms on the third floor. The thermostat is on the main floor (level 2). Each floor is approx. 700 square feet.
On the main floor there are only 4 ducts -- one in the living room at a bay window in the front of the house, one about 3 feet from that, also in the front of the house. That living area is 19 x 17.
There is one near a slider in the rear of the kitchen (about 30 feet from the front of the house) The kitchen measures about 19 x 13. There is also a bay window in the kitchen which has no vents.
The last one is in the bumped-out sunroom under a bank of 3 windows. That room is approx 11x10.
All the vents are floor vents and the floor plan is an open one with 9 ft ceilings
The temp on the thermostat is at 68 and the sun room is at 64-65. Also the space near the bay windows in the kitchen is freezing.
We have a forced air gas furnace. Does this sound right? Are there any fixes to make it...work? Any input/advice would be appreciated.
Note, we are still under our 1 year warranty.

1st only way to know is to do a heat load on the home. This will tell you the amount of air each room needs. Three level homes need two units to be comfortable. Sounds like the builder was trying to be cheap.

And who exactly to I contact to test this? How can I tell if they are qualified?
And Yes! The builder is REALLY cheap - Ryan Homes -- Don't EVER buy one cause it's nothing but headaches...
