I want to add more insulation in my attic but not sure if I should use blown in or non paper backed insulation? Also why are the outside walls in the attic not insulated ?

Before you add insulation to the attic you need to take care of plugging leaks where air can infiltrate, decide on vapor barrier, decide on attic ventilation and harvesting heat from the attic space, and occupancy of attic. All factors in determining the thermal envelop of your home.
