is there a jig you can build easy that makes sharpening general purpose table saw blades easy with a hand file..?????

Not worth it unless you have a real high end production saw. Steel blades are too cheap to mess with, and carbide tipped blades (with proper cutting technique) should last a long time. You can get 10" GP quality blades on sale for $30 or less that will last years.

Using 10" and 12" blades professionally, I have a local "sharp" guy who makes a living sharpening things, so I bundle mine up (usually 15 or 20 at a time) and take them to him. It costs me $7 or 8 each to have them sharpened, but since they can cost up to $80 new, it is worth a few sharpenings. It may pay to look for one in your area. And like GG said, it just ain't worth it for common 7 1/4" blades.
