we just replaced our old oil boiler with a new Bryant bw9 gas boiler and a new thermostat the upstairs is much warmer than downstairs can i regulate the flow of hot water to the upstairs base boards at the manifold. At each 3/8 outlet there is what appears to be a screw going through a nut each one operates 1/4 tutn and i thought i could possibly tone down the heat upstairs seeing how the thermosstat is on the main floor.

kyle, you may be able to do that, but I can tell you that the little screw is going to be very difficult to do any fine flow adjustments.
You didn't have this problem with the old system ? What's different ? When they installed the new boiler, did they perhaps neglect to install flow check valves or something ? You might be looking at a gravity flow condition ... heated water rises from the boiler, pushing cool water back, and heats the zone without a call for heat ... just by gravity ... also called "ghost flow" , "convection flow" , etc ...
It's possible there are other reasons for the uneven heating... pictures of the install might help diagnose. If you can, take some pictures, set up a free account at Image hosting, free photo sharing & video sharing at Photobucket (http://www.photobucket.com) and post a link to the pictures here...
Show at least one or two pictures at a wider angle so we can relate the closer ones ... the more pics the better ...
