If you've never done any electrical wiring before, you'll probably want to buy a book such as Wiring Simplified (http://www.powells.com/biblio?isbn=9780971977938) before you attempt this. You'll also find some good basic information on the main DIY website (http://www.doityourself.com/scat/homewiring).
It's not difficult, but there's quite a bit more to it than simply connecting wires.

Doing it is one thing. Doing it RIGHT is another. What else is on that plug circuit? How many watts? How much light are you putting up? How many? If you can answer these questions, and there is ample wattage left on the circuit(CODES!!!), not hard. You CAN get a switch/plug combo to replace that one plug if you wanted to keep the plug.(one plug and a switch above). Neutral and ground to light(white and bare wires). Hot wire(black) to one side of switch. Other side of switch to black at light. Check codes in YOUR area to see if this is OK.

The easy way would be to cut the cord and get an inline switch and install it on the cord. Cheap and easy.

Another choice would be one of the sveral versions of a unit that plugs in then you plug the fixture into it and control it from a remote switch.Although Billy Mays, the most annoying person on the planet, advertises one there are a variety of types around and have been for years.most use a battery powered remote as the switch with some similar to a TV remote and some similar to a wall switch.

Depending on the room and which circuit it might create a Code violation to add lighting to a receptacle circuit. Kitchens, laundry rooms and bathrooms would be the main ones where this would occur.
