I have the same problem - new apartment/condo in NYC. Living room has no overhead lights, but want to install recessed lighting.

The nearest light switch (which I presume I could use as a junction point) is in the bedroom next door. But how does one fish the wires through without needing to cut holes in the plasterboard?

There is an apartment above and below, and it's all steel frame construction.

Any thoughts on the most efficient way to run the wires?

Doing electrical work in a multistory, multifamily unit in NYC probably requires a licensed electrician by NYC laws. What you want is pretty easy.
