Our basement has 2 toilets in it, one is situated like maybe 15' away from the underground sewage pump it runs into and this works fine, the other toilet seems to have been placed directly on top of it's own sewage pump, when you flush the toilet, you hear like water bubbling in the toilet's air vent which is capped off inside the basement by one of those black filter things, forgot the name of it:
1] One problem is that when you flush the toilet, the water rises almost to the top of the bowl then goes downwards, with the other toilet it does not rise as high before it goes downwards, also the suction in this toilet is not as strong as the with the other, one plumber is telling me that running the 5' vent which is capped off outside of the house and taking off the filtered cap will give this toilet much better suction is this true? If not, what's the fix for this please?
2] When flushing regularly sometimes the flap inside the bowl does go down all the way and so the water keeps running instead of refilling the bowl, main problem is the clean water runs somewhere along the floor, I am wondering why the water does not run into the sewage pump?

The name of the black thingy is Pro Vent. As you already know, it's needed since the vent pipe is inside the house. However, you could remove it just to test the plumber's theory. Flush the toilet a few times and see if there is any difference.
As for the leak, after the toilet is flushed, what is the highest wet point on the toilet? It sounds like the tank isn't sitting right on the bowl.

No, the water is coming from the bottom of the bowl, wonder if it's a wax ring issue? Or maybe it's related to the the sewage pump not being able to pump the water fast enough?
Also, isn't there a flap available these days which is guaranteed NOT to get stuck? Seems like all flaps with the chain has this problem when the chain gets stuck?

if the water is coming from under the toilet bowl should be a bad wax ring, no flapper is fool proof in my experience, you just have to get the chain properly adjusted. the pump may be sucking air and keeping it from working properly.
