Years ago vinyl wallpaper was glued to raw sheet rock. The wall paper has seperated and pulled some of layers of paper off. Have tried primer and skim coat to repair. The sheet rock paper bubbles up. What do I do

You are using the wrong type of primer. The raw gypsum and surrounding paper [remove all loose paper] should first be coated with a solvent based primer. This will prevent the moisture in latex paint or joint compound from partially disolving the gypsum and the paper that's adhered to it.
