Yes, and in the case of a toilet the ventilation requirement is important. Flushed toilets move a lot of water into the drain system. That water needs to be replaced with something or it won't flush properly. A common explanation is the soda straw effect. Place your finger over the end of a straw and the liquid inside can't drain out.
A toilet with no ventilation will most likely suck air from the nearest fixture, draining that fixtures trap in the process.
