On the freezer side, water dripping onto a heating element. The heating element is glowing and water is dripping on it. Kenmore fridge has a ice maker but water line is not hooked up. The fridege is about 8 years old. Is that normal on that heating element to glow and what causes it? Plus also where is that water coming from?

I can't say if this is normal or NOT, for your unit. Frost has to defrost into water and go somewhere by SOME path. Can't say how your unit was designed.
What has prompted you to investigate this? Is water entering the inside of the food storage are (inside of fridge) because it is not able to get out through the defrost drain tube?

Sounds normal to me, make sure the icemaker is turned off if you don't have water to it.
