I am trying to change out a ceiling fan and put in a regular light.
Should be simple, black to black, white to white, cap the red, BUT, the light does not shut off.
Should I have used the red, and capped the white at the light?

You don't say how many switches were used or how the old fan was controlled.
However, try moving the fixture black to the red wire. Left the whites connected together. Most likely you spliced into a constant hot instead of a switched hot.

To supplement what pcboss said, cap off the black from the ceiling instead of the red, and connect the red from the ceiling to the black from the light. Leave all the white wires connected together as you have now.
