I'm looking for the best technique to get a durable, rich opaque matte black finish on some poplar picture frames that I'm making. I have a compressor and I'd like to spray them if possible. What type of paint/topcoat would be best?

You will need to start by making sure the wood is sanded level [no high spots] and then use a good oil base primer. The finish could be as simple as spraying multiple coats of black, letting it dry, sanding and applying more finish.

It would probably be best to go to your local paint store [not dept] and inquire about what coatings they have that will give the result you want. Because you are spraying with an air compressor it would be best to stick with solvent based coatings.
