A couple of things make a pump kick on and off.
The first one is the pressure switch. This is the same switch the electrical hooks into. If it is a new installation adjust this switch per instructioons. In an old installation replacing it would be worth a try.
The other thing that causes a pump to kick on and off is for it not to have enough air in the tank. If this is the problem it would also do it when no water is running.

I suspect the tank is waterlogged. Drain it and let it refill. If you have a bladder tank, the bladder may be ruptured.

BillyBob thanks so much for your response. You definitely helped me narrow it down. The trick that fixed it was draining the tank and refilling it. Thanks again ,orvstelzer
