I'm considering a two ton Harbor Point mini split. The condenser label specifies minimum amps at 17, max at 25. The supplied power cable extending from outside wall disconnect to condenser is 14 AWG stranded. Is this a potentially unsafe setup? Is it typical of mini split systems?

14 AWG is good for 15 amps.
12 AWG is good for 20 amps.
Since your max rating is 25 Amps, I'd suggest 10 AWG (30 amps) from the breaker panel to the condenser on a dedicated breaker.
