Here's my situation. I am placing a subflooring in my basement made up of Barricade flooring tiles which are 2'x2' squares. Each square has 1/2" styrofoam bonded to 5/8" OSB so that it raises the floor height by 1-1/8".
The problem comes when I reack the stairs. The stairs are set so that the the risers are all the same height down to the concrete slab. There is a landing at the bottom of the stairs where you turn left to endter the basement.
If I put the same subfloor on the landing, I now have a riser height on the last step that is 1-1/8" less than the rest (which are at 7-3/4"). I think that will be a trip hazard and probably a building code violation.
If I do NOT place subflooring there, then I have to transition from the landing elevation up the 1-1/8" to the subfloor elevation which will be covered by carpet. I'm concerned about how to do this without it being a safety hazard too.
In a perfect world, I would replace the stairs correcting for the height of the subfloor, but that would be a major remodeling effort.
I am open to any and all creative solutions. I have thought, for example, about placing linoleum or tile on the landing and in essence splitting the difference of the transition between the last stair and the basement.

You pretty much answered your own questions. You have thought it all out and know your options. Good luck with rebuilding the staircase, or returning the Barracade Flooring
