Contact your state's energy department as well as your local power company re: purchasing excess energy manufactured and any regulations. Wind turbine energy is controversial in some areas. As with any regulations, they tend to be state and area specific. Some states and some areas are very supportive of alternative wind energy for commercial and residential purposes. Regulations tend to be state and area specific and tend to be regulated as small, such as residential, versus large as for commercial sale. Other areas have no regulations because of the relative newness of folks pursuing this alternative source of energy for residential use. Small projects such as for residential use tend to have less red tape involved. Some areas have height restrictions. Some areas are met with protests from environmentalists and protestors of impact on environment despite there being no scientific evidence of major impact. If you are considering leasing land for commercial use of wind turbines, then you need to contact your state. If you are considering a turbine for your home, contact your state as well as the local power company.

I'd be concerned with the noise annying yourself and the neighbors too. I'd go out of my way to get one that's quiet if that's possible.

Probably a good idea to talk to your homeowner insurer, too, about things like liability.
